“Implementation is measured by timely actions, not excuses. Negligence and corruption will not be tolerated,” says DG SBCA, Shahmeer Khan Bhutto.
As per the directives of the Government of Sindh, Shahmeer Khan Bhutto has officially assumed charge as the Director General of the Sindh Building Control Authority (SBCA). A senior officer of the Pakistan Administrative Service (BS-20), Mr. Bhutto previously served as Secretary in the Chief Minister’s Inspection, Enquiries, and Implementation Team.
Upon his arrival at the SBCA Headquarters in Karachi, senior directors welcomed him. In an introductory meeting with departmental directors and senior officials, DG Shahmeer Khan Bhutto emphasized strict and transparent action against illegal constructions and called for an accelerated survey of dangerous buildings across the city.
He instructed that a fresh survey of all highly dangerous structures be conducted immediately and reports submitted without delay. Relevant letters should also be issued to the district administrations and concerned departments.
DG Bhutto stressed to all directors that field officers and survey staff must ensure active monitoring and swift action at the district and union council levels against illegal constructions. He asserted that the Sindh Building Control Ordinance 1979 (as amended) must be enforced strictly.
He directed that all demolition actions, building plan approvals — whether for private or public sale projects — must be fully compliant with the rules and regulations. “Delays or excuses will not be accepted. The only measure of implementation is timely and concrete action,” he stated firmly.
He warned that negligence and dishonesty will not be tolerated under any circumstances. He further directed that all directors must enforce strict office discipline, ensuring adherence to official working hours from 9 AM to 5 PM for themselves and their staff.
Finally, DG Bhutto instructed departments to ensure public facilitation through timely approvals of building plans and immediate redressal of citizen complaints registered on the SBCA online portal.
