The Sindh government has taken a major step against corruption in the Public Health Engineering Department by dismissing two executive engineers found guilty of embezzling over Rs150 million from funds allocated for the repair and maintenance of RO (Reverse Osmosis) plants in Tharparkar.

Following a departmental inquiry ordered by Chief Secretary Sindh Asif Hyder Shah, then–Executive Engineer Muhammad Aslam Dahri (BS-18), PHE (Development/O&M) Division Tharparkar @ Mithi, and Executive Engineer Ashfaq Ali Memon (BS-18), O&M Division Tharparkar @ Mithi, were found guilty of misappropriation of public funds, abuse of authority, and causing substantial financial losses to the provincial exchequer.

The inquiry revealed that during a personal hearing on May 15, 2025, Ashfaq Ali Memon failed to provide a satisfactory defense against the serious charges. A report from the Director General (RO/UF) dated May 2, 2025, also uncovered the disappearance of 40 new membranes from the mega RO plant at Misri Shah (2.0 MGD capacity), valued at approximately Rs10 million, inflicting further losses to public funds.

Similarly, Muhammad Aslam Dahri was granted a personal hearing on August 8, 2025. After reviewing records and recommendations, the Chief Secretary imposed the major penalty of “dismissal from service” under the Sindh Civil Servants (E&D) Rules 1973 and ordered the recovery of the embezzled amount from both officers.

Chief Secretary Asif Hyder Shah reaffirmed that corruption and malpractice will not be tolerated in any government department, and strict action will be taken against those found guilty. He also directed all Deputy Commissioners across the province to ensure strict monitoring of RO plants in their respective districts to prevent public fund wastage and improve plant performance.
